Shapell Homes – CSA Financial Audit & Peer Review
Brion Economics and Mark Walsh were engaged to prepare a detailed audit of the Community Service Area and the City of San Ramon’s annual budgets for Dougherty Valley, an 11,000-unit master planned community. The audit attempted to explain why City budgets show fiscal shortfalls for the project, while published documents show the City spending no more on the project than they receive from it. This work is ongoing.
Years earlier, we had helped the master developers negotiate a reimbursement between Contra Costa County, the CSA, the City, and the developers. The project’s complex financial arrangement resulted from a lawsuit settlement.
