Park and Recreation Residential Impact Fee, City of Pasadena

BEI prepared the City of Pasadena’s nexus study for their park and recreation impact fee program which followed the State requirements under The Mitigation Fee Act or Government Code 66000. The original fee study was prepared in 2005 and BEI has updated it twice since then, once in 2013 and recently in 2020. The nexus study establishes the fair cost of developing new parks and recreation facilities associated with new development and sets a fee by size of residential unit or number of bedrooms. The proposed Residential Impact Fee as of 2020 ranges from $19,000 per studio unit to $36,000 per 5-bedroom or more unit.
